Special Board Meeting
August 6, 2014
Board President Pam Scott called the meeting to order at 6:32 p.m. Roll call attendance was taken. Board members present were Jeff Campbell; Angie Edge; Elizabeth Lowery; Kevin Spiegel and Garth Langhammer. Pam Yoder was also present. M. Viney was absent.
The agenda was approved as printed on a motion made by G. Langhammer, seconded by K. Spiegel. Passed 6-0.
Superintendent P. Yoder presented three candidates for staffing approvals. G. Langhammer made a motion to approve the appointments of Amy Rice (third grade teacher), Colleen McCarthy (fifth grade teacher), and Carly Andrew (sixth grade social studies teacher). Seconded by K. Spiegel. Discussion was held regarding requirements for maintaining ESL licensure. Motion passed: 6-0.
Superintendent P. Yoder outlined the new position description for the Transportation Director. The items in red have been added based on discussions at the last board meeting. The intent would be to post the position using the new job description with a goal of holding interviews in September. J. Campbell clarified that the new person will be hired to work with the district transportation consultant in a training capacity during the 2014-2015 school year. This individual would then assume the role of director for the 2015-2016 school year. It is also important that this person hold a WI Class B CDL because a requirement of the position involves serving as a substitute driver as needed. A. Edge made a motion to approve the Transportation Director job description as presented for the 2014-2015 school year. Motion seconded by P. Scott. A. Edge added a friendly amendment to the original motion to approve the job description for the 2014-2015 school year and beyond. P. Scott seconded the friendly amendment. Motion passed: 6-0.
Superintendent P. Yoder presented two versions of the projected 2014-2015 food service operating budget. Version A shows projected revenues and expenditures if grades K-12 were to remain in the National School Lunch Program (NSLP). Version B shows projections if grades 7-12 were removed from the NSLP and grades K-6 continued under the NSLP. Additional discussion of the food service program and its impact on fundraisers by student organizations was held. A fundraiser is exempt from NSLP regulations if it is held outside of school hours. Exemptions can be made for two fundraisers per organization, and the timeframe definition of a fundraiser is two weeks.
District Food Service Director C. Vacho presented two versions of the High School/Middle School menu: USDA vs. Non-USDA. The main difference is that whole grains are not required under the Non-USDA menu. The Non-USDA menu also allows for additional selections to be offered every day of the week. Opting out of the NSLP will also give the district more control over portion sizes.
Discussion continued on the financial impact of this decision for the district versus the nutritional impact for students. Superintendent P. Yoder also pointed out that the NSLP requires districts to have a wellness policy in place. Other consideration should be given to the district’s open campus policy for lunch at the high school and its affect on participation in the food service program. C. Vacho stated that her focus for this year will be participation in other programs offered: breakfast, snacks, and athlete meals.
J. Campbell made motion to remain in the National School Lunch Program for grades K-12 for the 2014-2015 school year, seconded by G. Langhammer. Motion passed on a roll call vote: 6-0.
E. Lowery made motion, seconded by K. Spiegel to go into closed session at 7:18 p.m. under Wisconsin Statute sec. 19.85 (1) (c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Consideration of employment for professional positions-Intermediate Principal. Passed 6-0. The board returned to open session and adjourned at 8:55 p.m.
Curriculum and Student Services Secretary
